January 7, 2019 City Council Meeting Agenda

Here is the agenda for tomorrow’s Council Meeting

In the Work session, we will be discussing:

  • Further discussing changes in how criminal nuisance complaint fines and appeals are handled. Mostly we are discussing whether a new process such as a new board should be implemented that would review the appeals from criminal nuisance complaints. Currently this is handled by Building Standards & Appeals board and it is not certain if that is the right place for it.
  • Further discussing changing the ordinance regarding when trash can need to come in. The council is looking at changing leaving out your trash cans from a court citation to a fine citation. Basically, right now if you leave your trash cans out, you can get a citation that would require a court appearance. This causes strain on the court system and some council members felt that the delay in the fine (which in most cases is waived in court) may not be making an impact. The council is looking at whether a immediate fine system (like parking tickets) would be better. As some of our neighbors have moved to this system, we thought it would be a good time to look at it.
  • Discussing who should be appointed to Board of Zoning as a position is up for re-appointment

In the Regular session, we will be voting on:

  • Councilman Fluharty (W3) has made a motion for the Council to reconsider a  September 4, 2018 decision to deny a Union Street daycare a Type “A” license.
  • Voting on a contract with Direct Energy Business Business to provide natural gas to the City at a rate of 3.10 Mcf.
  • Voting to change Section 1921.01 from:
    No such amendment or change shall become effective unless the ordinance proposing such amendment or change has first been submitted to the Planning Commission for approval, disapproval or suggestions, and the Commission has been allowed a reasonable time, not less than thirty (30) days, for consideration and report.  “

  • Re-zoning 11 Broadway from R-2 to B-2A. The location has been used as B-2A for over 10 years and the surrounding areas are B-2A. This is to simply clean up the zoning in the are.
  • Declaring 90 West Grace a nuisance and condemning
  • Allowing the City to to advertise for bids for the Street & Sidewalk program
  • Allowing the City to to advertise for bids for the Union Street Waterline project – The City wants to complete this project before the County comes in and repaves this road. Reportedly, the County plans on re-doing Union in 2020.
  • Add to Section 1949.13 to prohibit the use of window framing lights in Historic Downtown
  • Agreeing to enter a contract with Guide Studio to redo the signage in Bedford as part of the Signage and Wayfinding Program
  • Adding a requirement to Section 1341.24 so that properties who place drop off collection boxes on their property must register those boxes with the City once a year and pay a registration fee of $25.
  • Allowing the City to to advertise for bids for the demolition of 188 Greencroft
  • Changing the Bedford Heights Community Center rebate so that you must request the rebate before your membership expires. Plus, updating the municipal code to not read Jimmy Dimora Community Center. ;P
  • Allowing for further disbursement of the Broadway Corridor Store Front Program funds.
